Bards can learn to use scrolls and wands through the Use Magic Device feat
Restrictions
Bards travel light on the roads, and their lifestyle doesn't often call for metal armor. As a results, Bards can only wear leather armor.
Bards have no domain over the arcane and cannot cast spells. With a bit of study though, they can learn how to use scrolls and wands.
